"Science on Mental Activities" and

Harmonious Progress of Global Community in the World of Postindustrial Civilization

1.     Introduction 

In October 2005 the journal "Science" published a list of 125 important mysteries for modern science. On the second place among 25 main problems of modern science the journal "Science" named the "Nature of consciousness" and underlined, that modern science must give the answer on the question: "How the mental activities are connected with biological processes and how much the biological processes stipulate it?" [1]. 

In proposed article the author gave a short information on development's state of "Science on Mental Activities" in Israel, is proposed the project of the "Academic Institute of Mental Activities (AIMD)" and demonstrated the importance of set-up and active activities  of "AIMD" for harmonious progress of global community in the world of postindustrial civilization

 

2.     Global Mental Activities' Problems in Modern Postindustrial World.

 

The global problems in modern postindustrial world appeared. Such global problems arising in man-machines systems and human network, exceeding from the limits of empirical knowledge of a person, in last author's scientific works received the title "Mental activities' problems". The brightest examples of mental activities' problems are high catastrophes' rate and enormous financial losses of modern industry because of belated, wrong or non-optimal actions of industrial companies' personnel in operating and maintenance process of complex equipment; enormous recognition's duration of latent illness's causes of  patients in the case, when the illness is not enough studied, and over problem connected with overcoming of global terror, presenting the real threat for harmonious progress of global community in the world of post-industrial civilization. Complexity of optimal solution the mental activities problems, which go out from the limits of empirical knowledge of a person, consist in the fact, that person, deciding one from the above-mentioned problems, hasn't information not only about cause-investigation connections between objects, participating in the process of mental activities, but even data about parameters, characterizing the wished result of the problem's solution. For optimal solution of global mental activities' problems the author decided turn off to studying of nature viability maintaining model of animals in real conditions of their existence, which are characterized by endogenous chance factors, connected with changing of internal health state of animals, and by exogenous chance factors, which are determined by the influence of external environment on fulfillment of physical functions of animals.

 

3. Biological foundations for development of mental activities' science.

 

In the process of studying the biological foundations for optimal solution of mental activities' problems, arising in modern postindustrial world, the author proposed the functional description of internal activities process of a brain in viability maintaining of an organism within an animal and established an earlier unknown conformity with a law in viability maintaining of animals, which is the basis for author's scientific discovery. On the basis of mathematical description of an earlier unknown regularity the author formulated seven "Laws of viability maintaining of animals".

The author showed that "Laws of viability maintaining of animals" are the "Laws of pure reason", which don't depend from "Consciousness", "Under-consciousness" and "Super-consciousness" of a person [2, 3, 4], and that the “Laws of pure reason” are the basis for development of “Science on pure reason” in complex biological systems.

Simultaneously the author proved that the “Laws of pure reason” are universal laws of mental activities, which provide optimal solution of all possible mental activities' problems arising in industry and medicine, in economics and in public sphere [5].

The action of objectiveLaws of pure reason” for the fist time was demonstrated on the example of optimal solution all possible mental activities' problems arising in operating and maintenance process of machinery in the limits of its life cycle.

On the basis of mathematical description of “Laws of pure reason” the author proposed the Bio-intellectual Control Systems", which possess the advantages of centralized control systems and decentralized control systems and are deprived the shortcomings of all known control systems. Further on the basis of mathematical description of “Laws of pure reason” the author proposed theBio-intellectual technologies (Bi-tech)” and demonstrated that bi-tech  provide amplification the intellectual possibilities of a person in millions times in comparison with intellectual possibilities based on the empirical knowledge, received by a mankind during all previous stages of a global civilization’s progress [6].  

So, on the basis of researches the internal activities process of a brain in viability maintaining of an organism within an animal the author made the conclusion that the "Science on Mental Activities" is based on the “Laws of pure reason”, which establish the rules for optimal solution of mental activities' problems;  on the “Bio-intellectual technologies", which determine the methods for optimal solution of mental activities' problems, and  on the “Bio-intellectual Control Systems", which present the means for optimal solution of mental activities' problems of a person.

 

3.     The application of Bio-intellectual Control Systems in

modern industry and medicine

 The action of the Bio-intellectual Control Systems (BCS)" for the first time was shown by Israeli "Ergatonic" company on the example of Optimal Operating and Maintenance of  power steam turbines and demonstrated by Israeli "Intellectual Technologies Institute" on the example of modern machinery [7,8,9,10]. Anticipated benefit from introduction of “Bio-intellectual Control Systems (BCS)" in modern industry we estimated on the example of aviation engines and tank motors in Israel and on the example of surface-air missile complexes, board collisions prevention systems of airplanes, board landing systems of airplanes and navigation and landing systems of space shuttles, which was developed under the leadership of the author in former USSR from 1975 till 1986.

The efficiency from application the Bio-intellectual Control Systems (BCS)" in medicine we demonstrated in Israeli "Intellectual Technologies Institute" on the example of technological project intended for decreasing the recognition's duration of latent causes for illness of patient, if this illness is not enough studied. We demonstrated also, that realization of the BCS in medicine for the first time proposed the index, which characterizes the Psycho physiological state of a patient, and provide decreasing significantly the expenses of Medical organizations in the process of medical services of the citizens.

The installation of BCS in modern industry provided the following achievements: significant increasing testability index of complex equipment’s  functioning process; operative recognition the emergencies of machinery before the above process will become evident; significant decreasing the duration of location the latent defects, which are initial reasons for evident failures of complex equipment; essential increasing the quality of operating and maintenance of complex equipment and decreasing operating and maintenance cost of the equipment in 1,5 – 2 times in comparison with the analogue expenses of industrial enterprises before installation of bio-intellectual technologies in their companies.

We showed that expected financial profit from installation of BCS in modern industry is enormous. For example, expected financial profit of US Ministry of Defense from installation of BCS with regard to our experience in decreasing operating and maintenance cost of complex equipment in more than 1, 5 times and according to data on budget of US ministry for last 20 years, which was presented by “Aerospace & Defense” journal, according to our calculation will amount more than 30 billions dollars in a year.

The application of BCS in modern industry received the international acknowledgement on two International Conferences started in Ashdod, Israel, on November 23, 2001 and 26.2004 [11]. The first workable sample of BCS received a gold medal on Annual International Exhibition of Innovations “IENA 2004” in Nurenberg, Germany [12].

 

5. “Science on mental activities”

 TheScience on mental activities”, which received the name "Conceptonics", is proposed. It is marked, that the "Science on mental activities" has its objective laws, methods and means for viability maintaining of animals, machines and social-economic structures.

It is demonstrated, that "Conceptonics" is a multidisciplinary science on mental activities, which includes new direction in development of Cybernetics, General Systems Theory, Statistic Control Theory, Optimization Theory and Operations Researcher Theory; Computer Science; Industrial Sciences; Life Science & Medicine; Economic Science; Social Science, Political Science & Futurology; Soul Science, Psychology & Psychophysiology; Wisdom Science, Bionics & Genetics. It is marked, that mastering of new direction in development of every from the above-mentioned scientific discipline, which are studied in modern universities, consists in application the main propositions of “Pure reason Science” for every studied discipline and in development of applied program packages necessary for significant amplification the intellectual possibilities of scientist in his scientific discipline.

On the basis of laws, methods and means of “Conceptonics” we formulated the main propositions of two earlier unknown sciences: Science on viability maintaining of animas, machines and social-economic structures, received the name "Viability Science" and Science on heredity and variability of social-economic structures, received the name “Social Genetics”.  

So we demonstrated that “Conceptonics” is a multidisciplinary science on mental activities, which brings the fundamental changing in the rate of cognition.

 

6. “Academic Institute of Mental Activities”                                                                          

Scientific and technological project.

 The scientific and technological project of “Academic Institute of Mental Activities” is proposed. The “Academic Institute of Mental Activities (AIMA)” according to our plan will include 7 academic faculties and 2 principally new R&D institutes: “Bio-intellectual Technologies Institute” and “Social Genetics Institute”.

On the academic faculties according to our plan will be organized the training of high qualified specialists in new scientific disciplines, which are determined by the scientific areas of Conceptonics.

The “Bio- intellectual Technologies Institute”, according to our plan, will carry out the approbation of Bio- intellectual Technologies (Bi-tech)” in industry and adaptation of bi-tech for their application in medicine, economics and public sphere.

The “Social Genetics Institute” according to our plan will carry out development the scientific propositions for optimal solution of mental activities' problems arising in viability maintaining process of social-economic structures on various stages of global  civilization’s progress, will determine the perspectives in development of countries and regions with regard to level of their progress and will work out recommendations in order to ensure harmonious development of global community in modern postindustrial world.  

So, we demonstrated, that the “Academic Institute of Mental Activities”, which will carry out training of high qualified specialists and new type managers, on our opinion, is the scientific center necessary for ensuring the harmonious development of global community in new epoch's progress of postindustrial civilization, received the title "Epoch of spirituality and humanism".                                                                                                                                 

7.Conclusion:

In proposed article the main results of researches and developments in the field of "Science on Mental Activities", received by the author and his learners in former USSR from 1980 till 1992 and in Israel from 1993 till 2005, are presented. It is shown, that "Science on Mental Activities" is developing on the basis of author's scientific discovery named "An earlier unknown conformity with a law of internal activities of a brain in viability maintaining of an organism within an animal", through which the objective laws of viability maintaining of animals, named "Laws of pure (theoretical) reason" became evident. It is shown, that the "Laws of pure reason" don't depend from "Consciousness", "Under-consciousness" and "Super-consciousness" of a person. It is proved, that the "Laws of pure reason" are universal laws of mental activities, which operate in modern industry, medicine, economics and in public sphere. It is demonstrated, that "Science on Mental Activities" is based on the "Laws of pure reason", establishing the rules for optimal solution of mental activities' problems; on the "Bio-intellectual Technologies (Bi-tech.)", determining the methods for optimal solution of mental activities' problems, and on the "Bio-intellectual Control Systems (BCS)", presenting the means for viability maintaining of animals, machines and social-economic structures. It is marked, that the main propositions of "Science on Mental Activities" received the international acknowledgement on International Scientific-Practical Conference, started in Ashdod, Israel, on November 26.2004. It is underlined, that the first workable sample of "Bio-intellectual Control Systems" was awarded a gold medal on the Annual International Exhibition of Innovations "IENA 2004" in Nurenber, Germany.  The content of multidisciplinary "Science on Mental Activities", received the name             "Conceptonics", is presented. The scientific-technological project the "Academic Institute of Mental Activities (AIMD)" for training the high-qualified specialists in various scientific disciplines, determining the content of "Conceptonics", is proposed. It is marked, that the most important task of AIMD is development the scientific and technological foundations for harmonious progress's maintaining of global community in new epoch of post-industrial civilization, received the name "Epoch of spirituality and humanism".
