Dear Mr. Colin Norman and Mr. Donald Kennedy,

In July 2005, journal "Science" published your article that identified 125 important mysteries of modern science. The "Nature of consciousness" was listed second among 25 main problems. Your article implied that the modern science must give an answer to the question: "How the mental activities are connected with biological processes and how much the biological processes stipulate it?"

I am glad to inform you that in Israel the "Science on Mental Activities", which creates the basis for optimal solution of global problems exceeding from the limits of empirical knowledge of a person, is actively developing. The development of the "Science on Mental Activities" is carried out on the basis of a scientific discovery "Earlier unknown conformity with a law of internal unconscious activities of a brain in viability maintaining of an organism within an animal". We formulated seven "Laws of mental activities" based on the scientific discovery that don't depend on "Consciousness", "Under-consciousness" and "Over-consciousness" of a human being. Based on the "Laws of mental activities", named "Laws of pure reason", we developed a "Bio-intellectual Control Systems (BCS)" and "Bio-intellectual Technologies (Bi-tech)". We were able to prove that the "Laws of pure reason" are universal laws, which operate in man-machines systems and human networks.
Uniqueness of the BCS are that it possess advantages of the centralized control systems and decentralized control systems and it lacks limitations of the previously known control systems. The uniqueness of the Bi-tech is that it amplifies intellectual possibilities of a human being millions times in comparison with intellectual possibilities, based on empirical knowledge, received by the humankind during all previous stages in the progress of the civilization.

The application of BCS in the modern industry, that has received an international acknowledgement at the International Scientific-Practical Conference, started in Ashdod, Israel, on November 26, 2004. A first workable sample of BCS received a gold medal at the Annual International Exhibition of Innovations "IENA 2004" in Nurenberg, Germany. 


We were able to demonstrate that "Science on Mental Activities", also known under the name "Conceptonics", is a multidisciplinary science that includes new direction in the development of Cybernetics, General Systems Theory; Statistic Control Theory, Optimization Theory and Operations Researcher Theory; Computer Science; Industrial Sciences; Life Science & Medicine; Economic Science; Social Science, Political Science & Futurology; Soul Science, Psychology & Psychophysiology; Wisdom Science, Bionics & Genetics. 
On the basis of laws, methods and means of "Сonceptonics" we formulated a few main propositions: a) "Viability Science" related to the science on viability of animals, machines and social-economic structures and b) "Social Genetics" related to the science on heredity and variability of social-economic structures.
On the basis of "Social Genetics" we showed that the "Science on Mental Activities" can create scientific and technological foundations for a new direction in the progress of postindustrial civilization. We called this new direction an "Epoch of spirituality and humanism". 
We also developed a scientific and technological project for the "Academic Institute of Mental Activities (AIMD)" directed to study highly skilled specialists in various scientific disciplines. The study was to determine the content of "Conceptonics" and its necessity for harmonious progress of the global community in the world of postindustrial civilization.

I am sending to your attention and review my article entitled "Science on Mental Activities and Harmonious Progress of Global Community in the World of Postindustrial Civilization". I would like you to publish my article in the "Science" in order to attract attention of the scientific community and to further the research and development in the field of the "Science on Mental Activities". 

We are ready to carry out presentations on the state and perspectives in the development of the "Science on Mental Activities" for various universities, leading companies, medical organizations and for institutes of strategic researches that are engaged in the development of an optimal strategy directed towards overcoming the global terror that presents real treat for the harmonious progress of the modern postindustrial world.

Thank you for your recognition and identification of the "Nature of Consciousness", based on which the "Science on Mental Activities" began to develop more actively in Israel. After careful review and study of your article, we renamed our science earlier called "Science on pure reason, spirituality and humanism" and gave it a new name "Science on Mental Activities".
