"Science on mental activities and
Harmonious Progress of Global Community in
World of Postindustrial Civilization"

In July 2005, the famous American journal
"Science" published an article that identified 125 greatest nature mysteries for modern
science. The "Nature of Consciousness" was listed the second place among 25 main problems of modern
science. Mr. Donald Kennedy and Mr. Norman Colin, who presented the article about 125 greatest nature
mysteries, underlined, that the modern science must give an answer on the
question: "How the mental activities are connected with biological processes and how much the biological processes stipulate
it?"
The accurate definition of the demand to modern science connected with
"Nature of Consciousness", which is formulated in
"Science" journal, discovered a new direction in development of modern science and
technologies, received the name "Science on Mental
Activities".
In Israel the "Science on Mental Activities", which received the name
"Conceptonics" (from the word "conception") is developing actively from 2000.
"Conceptonics", according to definition of
Prof. K. Bravy , - is the science on universal laws, methods and means necessary for optimal solution of global problems arising in man-machine systems and human
network. In "Conceptonics" the global problems are such
problems, which exceed from the limits of empirical knowledge of a human
being. The development of "Conceptonics" in Israel is carried out on the basis of mathematical description of internal activities process of a brain in viability maintaining of an organism within an
animal".
Leaning on the scientific results, received in
Neurophysiology, Israel scientists proved, that "Bio- Intellectual Technologies
(bi-tech)" provide amplification the intellectual possibilities of a person in millions times in comparison with intellectual possibilities based on the empirical
knowledge, received by a humanity during all previous stages of a global civilization's
progress.
The principal propositions of the "Science on Mental Activities" received the international acknowledgement on the International Scientific- Practical
Conference, which was hold 26.11.04 in Ashdod city (Israel). A first workable sample of
"Wise Machinery", which is based on the laws, methods and means of
"Conceptonics", was awarded a gold medal in the Annual International Exhibition
"IENA 2004" in Nurenberg, Germany.
"Conceptonics" is the multi-disciplinary science on mental
activities, which includes new direction in development of such known scientific disciplines as the
following: Cybernetics, General Systems Theory, Statistic Control
Theory, Optimization Theory and Operations Researcher
Theory; Computer Science; Industrial Sciences; Life Science &
Medicine; Economic Science; Social Science, Political Science &
Futurology; Soul Science, Psychology &
Psychophysiology; Wisdom Science, Bionics & Genetics. On the basis of universal
laws, methods and means of "Conceptonics" Israel scientists formulated basic propositions for two earlier unknown scientific
disciplines: Science on viability of animals, machines and social-economic structures
("Viability Science") and Science on heredity and variability of social-economic structures
("Social Genetics").
The progress's results of the "Science on Mental
Activities" allow affirming, that "Conceptonics" discovers a new epoch in the progress of global
civilization, which received the name "Epoch of spirituality and
humanism". The distinctive indication of a new epoch is that a human being for the first time will receive possibility to use efficiently enormous potential of internal activities of a
brain, incorporated in it by the nature itself, for optimal solution of global problems arising in the world of postindustrial
civilization.
On the basis of enormous possibilities of the "Conceptonics" and its uniqueness in modern
science, Israel Seminar of Scientists-Repatriates, which was hold 15.12.05 on the basis of
"Concord" Association, decided to carry out in Tel Aviv the International Forum on the
theme: "Science on Mental Activities and Harmonious Progress of Global Community in the World of Postindustrial
Civilization".
The International Forum will be hold from 16 till 20 October 2006. In the frames of International Forum 5 scientific-practical Conferences will be organized to discuss the global
problems, which arose in modern postindustrial
civilization.

International Scientifically- Practical
Conference in Ashdod
A
scientifically-practical conference was held in Ashdod
on November 30, 2004, under the title: "New
technologies for the development of civil and military
organizations in the modern post-industrial world".
The
conference was led by the Ashdod "Science and
Technology Center" and Ashdod Municipality and was
sponsored by the "The Center of Absorption in
Science" at the Israeli Ministry of Absorption.
The
conference focused on the new "Bio-Intellectual
Technology", meant for operating and maintenance
optimization of complex equipment. Detailed
presentations were given on application of Neural
Systems and "Bio-intellectual Control
Systems" intended for the optimal solution of a
wide spectrum of control problems arising in the process
of the viability maintaining of modern machinery.
Prof.
Konstantin Bravy, chief scientist of Ashdod "Science
and Technologies Center " presented the fundamental
document of the conference – a short description of
"The compatibility of viability maintaining of
machinery with viability maintaining of an animal's
organisms". A mathematical description of the
viability maintaining process was shown to suggest it
could be used to enhance mankind's intellectual
capabilities of solving a vast number of control
problems by many orders of magnitude. Presented were: a
formulation of "the Laws of Bio-Cybernetics (pure
reason)"; the effect of these laws on viability
maintaining of modern machinery; "Bio- intellectual
Control Systems" and the concept of "Wise Machines"
– machines that are able to determine, independently
and without human involvement, who should do what,
when and how in order to optimally assure
the viability of machinery throughout its life cycle.

In
addition to Prof. K. Bravy's report, the plenary session
included Dr. Yaakov Gabay's lecture on Neuronal Systems,
Eng. Zohar Dvir's lecture on "Bio-
intellectual Control Systems (BCS)", and Mr. Ron
Goldring's presentation of the world market for BCS.
Following
the plenary session, four work sections were conducted
in parallel.
Section
No. 1
, led by Eng. Zohar Dvir, was dedicated to a
presentation of a new type of control system applied to
operating and maintenance of power steam turbines,
aviation systems, tank
engines, surface-air missile complexes and avionic
distance measurement equipment.
"Intelligent
Advisory Systems" used for diagnosing power steam
turbines were reported by Eng. Hillel Shchnovich, and Dr.
Mark Ziskin presented the principles of operation of new
type of computer system for diagnosing an avionic system
for measuring aircraft distance.
Section No. 2,
led by Prof. Yulia Rubenchik, included a report titled
"Alter Vitae Civilization as the Millennium
Development Goal”, presented by Prof. Oleg Figovsky. He
has shown that reversible civilization is possible.
Moreover, it is absolutely necessary as there is no
alternative. And we should start its extensive
implementation as soon as possible, while Mankind’s
environment has not crossed the point of no return, so
well known from nonlinear system theory. Prof.
Viacheslav Fomenko presented a report dedicated to the
estimation of management losses. Prof. Abraham Goldberg
presented algorithms of the activity of "Artificial
Creative Intellect" in modern industry. Prof.
Leonid Krasilshchikov presented a modern concept of
assuring ecologic safety of large megapolises such as
Beer-Sheva.
Section No. 3
was led by Prof. Raisa Tartakovsky. Lectures were given
by Prof. Vadim Rotenberg, who spoke about the mechanisms
involved in the creative activity of the brain; Prof.
Alexander Neduva, who spoke about childhood
narcotics; Prof. Alexander Ginovker who spoke
about integration and disintegration of the final host
and parasite, and Irina Freidin, who spoke about
specific Iridodiagnostic methods. Dr. Mikhail Zabuty, Dr.
Boris Benekhis, Dr. Faina Vilner and Dr. Wolf
Tratakovsky presented new directions in the development
of medicine.
Section No. 4
was led by
Prof. Grigory Okun. Four phases of the creative process
were presented: Preparation, idea maturation,
inspiration and testing.
The maturation and inspiration phases are considered in
the light of the concepts developed in the Israeli
Science Center in Ashdod, assigning decisive roles in
the creative process to subconscious and unconscious
factors. It was shown, that the unconscious and
the conscious, intuitive and rational
in the process of creation complement each other. The
presentations were given by Dr. Mikhail Yaroslavsky, Dr.
William Sanderov, Dr. Abraham Feinberg, Dr. Milya
Shtivelman and others.
